Those are the books for each homeroom class. Students stay in their homeroom throughout the day and the teachers go around to each class, rather than vice versa. no dispersing of students, haha.

So when they go to a class, they grab the binder for attendance and whatnot, and then they put it back afterwards. I was recording between periods to the book rack was quite busy
